Japan’s high-mobility anti-crime unit, is back in action. Despite the successful resolution of the “Laughing Man” case, team leader Major Motoko Kusanagi’s got her work cut out for her as she leads her team on a series of new cases and investigates an insidious new plot against the Japanese government perpetrated by a team of terrorists know only as “The Individual Eleven.”

Uprisings over the treatment of a wave of Chinese immigrants threaten the political landscape, and the new Prime Minister calls upon Section 9 to help maintain the peace. However, the conditions of their reinstatement require the team to operate on a much tighter leash than on any previous mission. Using their collective resources, Section 9 must stop an assassin who is killing high-ranking government officials, outmaneuver an incredibly talented thief, and unravel the mystery behind a high-tech helicopter malfunction - all under the supervision of an eccentric and secretive Intelligence agent known as “Gohda.”
